SECURITY CONTINGENCY PLAN
ORG NAME
1. General. On Security Risk Management (SRM), a Security Contingency Plan (SCP) is a process that prepares an organization to respond coherently to an unplanned event.
2. Aim. To prepare an organization to respond well to an emergency and potential threat.
3. Stages. SCP may be prepared in following 5 stages:
a. Preparation. SCP need to be prepared in advance as part of Crisis Management Plan for various crisis likely to be created in a given environment and area that will help to manage a crisis within shortest possible time.
b. Analyze.
(1) Threat and Vulnerability Assessment.
(a) Situational Analysis. Situation may be rated “Critical” for crime. Major crime involves petty theft, “smash and grab” incidents, and armed robberies. Gunfire in and around Juba. Poor infrastructure, widespread corruption, unreliable communications and electricity, unpaved roadways, harassment by host government security services.
(2) Specific Threats. As follows:
(a) Kidnapping /Hostage.
(b) Terrorist Attack.
(c) Violence.
(3) Vulnerability Assessment. As follows:
(a) Org Strength. Current SRM options to mitigate terrorist attack and violence partially.
(b) Org Weaknesses. Shortcoming of management, physical security and technology and procedures.
(4) Risk Analysis. As follows:
(a) Kidnapping / Hostage.
i. Likelihood. Very likely/ Likely/ Less Likely/Moderately Likely.
ii. Impact. Severe/ Minor/ Major.
(b) Terrorist Attack.
i. Likelihood. Very likely/ Likely/ Less Likely/Moderately Likely.
ii. Impact. Severe/ Minor/ Major.
(c) Violence.
i. Likelihood. Very likely/ Likely/ Less Likely/Moderately Likely.
ii. Impact. Severe/ Minor/ Major.
(5) Developing Scenario. Deduction of above analysis indicates Kidnapping/ Hostage is the most dangerous threat in this area. As such development of crisis intervention technique on hostage management need to be formulated.
b. Develop. As follows:
(1) Strategy, Goal and Objective. As follows:
(a) Establishing communication and developing rapport.
(b) Buying time.
(c) Defusing intense emotions and
(d) Gathering intelligence to ascertain the optimal negotiation/ Intervention strategies and tactics.
(2) Plan. As follows:
(a) Defining the problem.
(b) Brainstorming possible solution.
(c) Eliminating unacceptable solutions.
(d) Choose a solution that both the negotiator and person in crisis finds acceptable.
(e) Planning the implementation.
(f) Carrying out the plan.
(3) Possible Incident Response.
a. Denial of entry to suspicious personnel.
b. Access control. As follows:
c. Monitoring and respond to intrusion and safety alarms.
d. Patrolling the designated areas or premises.
e. Maintaining guard post records and logs.
f. Preparation of incident reports.
g. Providing first aid.
h. Calling for Medical help if need.
i. Arranging round the clock functional control centre.
(4) Management and Coordination. Involving as many stakeholders as possible will enhance to manage a crisis which may be as follows:
(a) Crisis Management Team (CMT).
(b) Government Authority.
(c) Partner and Donor Organization .
(d) Law Enforcement Agencies.
(e) Public Leader.
(f) Social Media.
c. Implement. As follows:
(1) Preparedness Gap Analysis and Action Plan. Action plan identified above need to be tested through a situation exercise so as to find out gap and preparedness of action plan.
(2) SOP. SOP also need to be taken into consideration for the implementation of action plan.
(3) Logistic Readiness. Logistic requirements need to be sorted out so that it can be made ready during the time of crysis.
(4) Human Resources. Members of CMT need to be made readily available to meet the crisis in time.
(5) Resource Mobilization. Allocation of resources and mobilization of the same is a requirement to implement the plan correctly and in time.
(6) Training and Simulation. Proper training and simulation exercise on the crisis will help identify the gap which need to be met.
(7) Linkages and Communication. Linkages and communication need to be established with all stakeholders so that all are aware of their roles and responsibilities.
d. Review. As follows:
(1) Evaluating and Updating the Plan. The plan need to be evaluated and updated time to time to get the best output.
(2) Evaluation. Evaluation during and after the response will help validation of the plan.
