1. General. Security risk assessment (SRA) is the main part of security risk management (SRM). The SRA will cover gen area or the organization area -----.

2. Aim. To prepare security assessments to ensure the security and safety of org and staff.

3. Preparation Phase. SRA includes:

a. Programme Assessment. As follows:

(1) Location/ Identification of Org. Shown in map.

(2) Goals and Objectives of Programme. Development, humanitarian, Political, Security and Safety etc.

(3) Operational Activities. Field Operation, Travel and Movement.

(4) Programme Criticality. Reviewing the justification for programme activities are:

(a) Benefits of Programmes. Positive impact to develop and stabilize situation.

(b) Consequences. Negative impact to develop and stabilize the situation.

b. Threat and Vulnerability Assessment. As follows:

(1) Threat Assessment. As follows:

(a) Situational Analysis. As follows:

i General Description. Poor inrastructure, widespread corruption, unreliable communications and electricity, unpaved roadways, harassment by host government security services.

ii. Security Development. Rate “Critical” for crime. Although a majority of crime involves petty theft, “smash and grab” incidents, and armed robberies. Gunfire in and around Juba.

iii. Vulnerabilities of Org. Often report their vehicles being broken.

iv. Significant Security Incidents. Violence , posing specific threats to the Government, Org and risking damaging consequences.

(b) Specific Threats. As follows:

i. Kidnapping / Hostage.

ii. Hostility.

iii. Terrorist Attack.

iv. Violence.

(2) Vulnerability Assessment. As follows:

(a) Strength. Current SRM options ----- including mitigate terrorist attack and violence partially.

(b) Weaknesses. Shortcoming of management, physical security and technology and procedures.

c. Risk Analysis. As follows:

(1) Kidnapping / Hostage.

(a) Likelihood. Very likely.

(b) Impact. Severe.

(2) Terrorist Attack.

(a) Likelihood. Moderately Likely.

(b) Impact. Moderate.

(3) Violence.

(a) Likelihood. Moderately Likely.

(b) Impact. Moderate.

d. Security Risk Management. As follows:

(1) Kidnapping/ Terrorist Attack/ Hostage / Violence.

(a) Depending on the security environment and the SRA, Following measures may be taken into consideration:

i. Personal Protective Equipment to be stocked adequately for all personnel needs.

ii. SOPs establishing conditions for issue, carriage in vehicles and mandatory wearing.

(b) All Staff s should complete the training on Security.

(d) Additional guards need to be recruited.

(e) Physical modifications to the workspace may be made.

(f) Premises from terrorism are to have:

i. Stand-off distance as estimated/ advised by qualified expert.

ii. Structural reinforcement, blast walls as required/ advised by qualified expert.

iv. Bunkers/ reinforced rooms.

v. Surveillance and access control systems.

4. Execution Phase. As follows:

a. Decision. The Sr most security officer will select and approve the SRM.

b. Implementation / Validation. The Sr most security officer will ensure the SRM are budgeted and implemented as per plan.

c. Review and Update. Continuous monitoring of the security environment and updating the SRA is mandatory.
